Santa Barbara has plenty of Uber and Lyft drivers, as well as taxis and private car services.  Rental cars are also available at the airport but parking can be expensive and limited depending on the part of town you are in.  Limited public bus service is available but does not cover the entire city and is generally not pleasant.  A public trolley does travel up and down state street as well as the water front; this is a nice way to move around downtown and is fairly inexpensive. 

Please also note:  Santa Barbara County and California in general has very strict enforcement of rules and laws, and are rarely lenient when issuing citations.  DUI check points are also a common occurrence on the weekend, so if you plan on having a few drinks play it safe and just catch an Uber!
